Importing Organic Rosemary from Morocco: COI Certificate and TRACES-NT

Importing organic rosemary from Morocco into the EU requires specific preparation when the goods are to be sold as organic in the European Union. For the products concerned, the supplier’s certification alone is not enough: the import operation itself must also meet the formalities of organic control laid down in Regulation (EU) 2018/848 and its implementing rules.

Identify the imported product precisely

The importer must describe the actual goods: dried rosemary leaves, powder or another form, with their appropriate use and classification. The applicable rules can vary with the category and status of the product. Also check that the exporting operator and the control bodies hold the relevant recognitions for the planned operation.

The certificate of inspection, or COI

For relevant consignments of organic products from third countries, EU rules require a certificate of inspection (COI). French customs, for example, state that this document must be initiated in TRACES-NT and endorsed under the prescribed conditions before the goods leave. Release for free circulation as an organic product depends on the required checks being validated.

Coordinate all parties before shipment

Exporter, importer, control body, carrier and customs representative must all work from consistent information. The invoice, transport documents and packing list must make it possible to identify the consignment clearly. National authorities set out how consignments are notified to the competent control points or points of release for free circulation; always consult the current official procedure.

Do not confuse organic status with food safety

Organic control and food safety requirements are separate matters. Depending on the product, health or phytosanitary controls may also apply. The importer should therefore complement the COI check with a review of food obligations, quality specifications and batch documents.
